This invention is generally related to traffic control in a wireless network to provide quality of services (QoS). Disclosed is a radio access network (RAN) which provides fine grained traffic control outside the boundary of the RAN network for media streaming, push service, etc based on service plans. Disclosed is a RAN aware traffic monitoring and management system in a wireless network which receives cell load metrics from a client side collection module. The user mobile device has a peer agent (PA) which computes a signal-to-interference-plus-noise ratio of the mobile device and a ratio of RF frame arrival rate to a predetermined possible RF frame rate in low load conditions. The system transmits the cell load metrics to a fine grained traffic flow prioritization engine (FTPE) and applies dynamic control on traffic prioritization using an operator policy control engine to define policy and charging rules based on the receive cell load. The technology may be implemented in wireless networks, traffic control in radio networks, congestion control in communication networks, etc.
