This invention is generally related to a data processing system in a software defined network (SDN) by which it is operating 4G network or next generation network and can accommodate legacy network services. Disclosed is a SDN controller consisting of a SDN which is connected to a legacy network access point, an edge switch and a base network access device. The system receives an access request of a user device which is transmitted from a legacy network device through the edge switch. The system sets initial access of the user device and generates an access path for a base network based on the base network service module. The system completes initial access setup and requests the edge switch to generate an entry for the access path. The technology may be implemented in mobile communication networks, Wireless networks, QoS routing in SDN, communications system, etc.
