This patent is generally related to a file management system. Disclosed is a file management and control system to provide file access policies based on dynamic access information such as a file cannot be accessed more than 100 times in a single session. The file system inserts a control plane between a data plane user and a data plane, stop file system operations and performs control plane operations upon the file system operations. The system analyses the file system operation, identifies an extension chain on to the file system operation,and invokes and executes a first extension from multiple extensions. Once the file system operation is passed to the first file extension then it performs the control plane operation on the file system operation according to the first extension and output the processed file system operation and forward the processed file system operation to a destination. Also disclosed are techniques for file system administration which includes monitoring, access control, maintenance, and semantic extensions for a file system. The technology may be implemented in cloud file systems, file management software, etc.
